should i request to join the next group up as soon as i am accepted?

or should are you able to move us into them?

should we keep applying till we are denied as in for leadership position? i am considering going for {TBR} Council after march when i will have more free time due to the completion on my Eagle scout project and my ability to maintain websites but the last thing in this line of question is, is this "Council", what job do they have and is this just the next step after member?
